There are some tries at getting this done, but available programs don't really work well. Such a software will really be a hit since this is arguably the most common complaint about W7.

The issue is even worse in Windows 8, in my opinion. In Windows 8 I really like having a light- gray/silver window border color. But this causes the taskbar to also be light-gray, which makes the white text on the taskbar very unreadable.
I've looked for a way to change the taskbar color independently from the window color, and this is the best I could find, which is close but forces the window color to always be pure white: http://www.eightforums.com/free-developer-programs-projects/8102-white-windows-windows-8-a.html
anyway, I have no idea how difficult it would be to tweak the taskbar color, but it would certainly be a useful feature!

You know how Vista's taskbar is darker (has different colorization) than window color borders.
Well some of us do not want the color of windows to be linked to the color of the taskbar.
Me for example, would like to have deep blue almoast nontransparen taskbar, but completely transparent window borders, currently it cannot be done.
