reserve space on taskbar
(f.i. when using a doublesize taskbar, reserve the left half of the bottom row for any AlwaysOnTop app to take over)

I like this idea. Having show-when-run applications separated from permanently pinned apps would be nice.
Top row for pinned items. Bottom row for only-while-running items.

this is actually a functionality that was present in XP, where you could create an empty toolbar and have it use just one line; but in 7 a toolbar is max height... no way to take advantage of THE reason to have a doubleheight task/superbar!
