Clicking a thumbnail of an already active/foreground window should minimize it.
Since Windows 95/IE4 days it has been this way. Clicking a thumbnail or button when it's in the background switches to it but if it's already got the focus, clicking again minimizes it. Windows 7's taskbar changes this such that it always switches to what was clicked.

I've never seen that. Running Home Premium with SP1 right now, and it behaves just as I remember 95 (and know for a fact 2K & XP) always did in *this* respect.
Click taskbar button of lowered window brings it to the front, clicking the button of active window minimizes it, and clicking minimized window restores it.
I have thumbnail previews disabled. IDK what clicking them does, and I don't want to know. ;)
